NEWSLETTER - SEPTEMBER 2007

 

WELCOME

 

We are pleased to welcome you to the second Newsletter of the 2007/08 season.

 

MEETING OF LEAGUE CLUBS

 

A meeting of League clubs was held at the AEI Henley Sports Club, Dunkirk Close, Gravesend on Tuesday 21 August 2007.

 

The main purposes of the meeting were:

 

To distribute the League Handbooks for the 2007/08 season; and

 

To consider alterations to the Laws of the Game.

 

The amendments to the League Handbooks notified at the meeting (and subsequently) have been circulated to clubs, but these have been consolidated in Appendix A.  Please update your League Handbooks now!

 

Clubs should notify Derek Carey in writing of any future changes to their details during the season.

 

You are reminded that any change of club secretary/address should also be notified to:

 

The Chief Executive, Kent County Football Association Limited, 69 Maidstone Road, Chatham ME4 6DT; and

 

Ms. K. Discipline, Divisional Secretary, Kent County Football Association Limited, 77 Glebelands, Dartford DA1 4RY.

 

Referees are requested to notify Jeff Pearton of any change of address/telephone numbers during the season.

 

John Aggett of the Gravesend Branch of the Kent Referees’ Association provided details of the alterations to the Laws of the Game and these were circulated to clubs in Minute Circular 07/3.

 

The League Officers’ reports in Minute Circular 07/3 contain a number of do’s (and a few don’ts) and club secretaries (both new and old) are recommended to read these carefully as there are a number of League rules that could lead to the imposition of fines if they are not observed.  The League Council does not wish to have to fine clubs – sending out fines only increases the workload for the League’s Officers – but the rules will be enforced to ensure the smooth running of the League.  Club secretaries should make sure that they are aware of the rules and if they are unclear on any point, or need clarification, then they should ask the relevant League Officer.

 

START OF THE SEASON

 

The new season got off to a fine start in relatively hot weather on Saturday 1 September 2007, with no shortage of goals – 88 being scored in the 13 games played.

 

WEBSITE

 

You will be aware from the July Newsletter that the League’s website has been updated for the 2007/08 season.  The website can be accessed via the following link:

The fixtures for the first eight weeks of the season have been inserted on the website and the results for the first four weeks have now been incorporated – brief individual match reports can also be accessed via the results.  The input of the results automatically provides League Tables (see Appendix B) which show the following teams leading the way on Saturday 22 September 2007:

 

Premier Division – The Old Prince of Orange

 

Division One – Ace of Clubs Reserves

 

Division Two – Earl Grey

 

Referee appointments are also shown on the website and these will be updated where there are any changes to the appointments made on the Fixture Circulars – clubs and referees will, of course, be informed of changes individually by Jeff Pearton.

 

Player suspensions are also inserted on the website, but these should not be regarded as definitive.

 

A new feature for the League on each week’s fixtures is the inclusion of venue information, pitch allocation and a map of the locality.

 

REFEREE UPDATE

 

We are pleased to advise that all matches for the first four weeks of the season were covered by officially appointed referees.

 

Clubs are, once again, reminded that they are responsible for the actions of their players, officials and spectators and this may be an opportune time for clubs to circulate a copy of the League’s Code of Conduct (issued in the July Newsletter) to their players, officials and spectators – if this has not already been done!

 

Please give all referees the appreciation and respect they deserve on and off the pitch.  As has been said on many occasions, it is a difficult job being a referee and they should not have to take abuse, either verbal and/or physical, from players, club officials or spectators.

 

CHANGES IN THE CONSTITUTION OF THE DIVISIONS

 

There have been a number of changes to the Constitution of the Divisions since the Annual General Meeting, as follows:

 

In July, Woodlands Athletic requested that the club be placed in Division One due to the difficulty in retaining existing players and recruiting new ones capable of playing in the Premier Division.  In view of the club’s previous request in April and their playing record for the 2006/07 season, this request was approved by the League Council.

 

In early August, Stone Club and Institute requested to withdraw their first team from the League due to a lack of commitment from the bulk of the first team squad from last season.  This was approved by the League Council, subject to a restriction of three regular players of their first team for the 2006/07 season being allowed to register for the club during the 2007/08 season.

 

In September, South Darenth withdrew from the League due to a lack of commitment from some of their players.

 

PREMIER DIVISION

 

As a result of the above changes, there are now only eight teams in the Premier Division and this would mean that they would only have fourteen League fixtures this season.

 

This matter was discussed at great length by the League Council at their September meeting and, in order to provide an increased number of League fixtures for each team, it has been proposed that each Premier Division team should play one another three times this season – it will be appreciated that this will result in some teams having an additional four home games and others only three.

 

This proposal should provide the teams in the Premier Division with close to the usual number of League fixtures and clubs have been asked to confirm their agreement by Saturday 29 September 2007.

 

LEN GRANT

 

It is sad to report the death on Thursday 9 August 2007 of Len Grant at the age of 77.

 

Len was a Life Vice-President of the North Kent Sunday Football League and was a former Vice-Chairman and Registration Secretary of that League.

 

Len will, perhaps, be best remembered in the Gravesend Football League as a member of the all conquering Kings Farm side of the 1950s.

 

GOALPOST SAFETY

 

 

 

  The following information was published on the    website of the Kent County Football Association   Limited on Thursday 13 September 2007:

 

 

“ The Football Association, along with the Department for Culture, Media and Sport, the Health and Safety Executive and the British Standards Institute, would like to draw your attention to the following guidelines for the safe use of goalposts.

Too many serious injuries and fatalities have occurred in recent years as a result of unsafe or incorrect use of goalposts.  Safety is always of paramount importance and everyone in football must play their part to prevent similar incidents occurring in the future.

For safety reasons goalposts of any size (including those which are portable and not installed permanently at a pitch or practice field) must always be anchored securely to the ground;

· Portable goalposts must be secured as per the manufacturer’s instructions;

· Under no circumstances should children or adults be allowed to climb on, swing or play with the structure of the goalposts;

· Particular attention is drawn to the fact that if not properly assembled and secured, portable goalposts may overturn; and

Regular inspections of goalposts must be carried out to check that they are properly maintained.

Portable goalposts should not be left in place after use.  They should be dismantled and removed to a place of secure storage.

 

The use of metal cup hooks on goals will be banned from the commencement of season 2007/08 and match officials will be instructed not to commence matches where such net fixings are evident for safety reasons.  Nets should only be secured by plastic hooks or tape and not by metal cup hooks.  Any metal cup hooks should be removed and replaced.  New goalposts should not be purchased if they include metal cup hooks.

 

Goalposts which are “home made” or which have been altered from their original size or construction should not be used.  These have been the cause of a number of deaths and injuries.

 

There is no BS/CEN standard for wooden goals and it is unlikely that wooden goals will pass a load or stability test.  The FA recommends that wooden goals should be replaced when necessary with compliant metal, aluminium or plastic goalposts.  All wooden goals previously tested by independent consultants have failed strength and stability tests.

 

For reference, you should note that The FA and BSI, in conjunction with the industry, have developed two standards for goalposts – BSEN 748 (1998) and BS 8462 (2005).  It is strongly recommended that you ensure that all goals purchased comply with the relevant standard.  A Code of Practice BS 8461 has also been completed and copies of all of these three standards are available from the British Standards Institute.

 

Funding for replacement goals is available via the Football Foundation and eligibility criteria and further details can be obtained on their website:

The FA together with representatives from the industry, sports governing bodies and Government have prepared guidance notes for pitch users and pitch providers, which summarise the key priorities of the BSI’s Code of Practice and provide further details on the information included above. ”

 

SOME REMINDERS

 

Referees – are reminded that match report cards should be sent to Bill Baldwin after each match and (where relevant) you are requested to insert details of players’ names, clubs and whether they have been cautioned or sent-off (and the offence).

 

Clubs – are reminded that when phoning in results to report the names of the goal scorers slowly and clearly and spell any names which are unusual or have various ways of being spelt, e.g. Sean/Shaun.

 

Valuables – you are reminded that it is not advisable to leave valuables in changing rooms – even where they are locked!

 

Smoking – you are reminded that smoking is not allowed in changing rooms at all venues.

 

CONCLUSION

The season seems to have got off to a reasonable start and we look forward to your assistance in ensuring that matters continue to run smoothly.
